What happens when a law changes?
You add a new effective-dated version of the pack. Prior periods continue to compute under the rules that applied then; the new rules take effect from their date forward.
How is end-of-service calculated?
As tiered accrual slices — for example a lower day-rate for early years and a higher one after a threshold — on an average-salary basis, with per-country base components and optional caps.
